Due to removing the sensor cuts off the water supply to the entire house, I bought this just in case the sensor really was bad and not just stuck to save time. Thankfully after cleaning the thin film off the spinner wheel inside, it went back to working correctly. So if you have intermit alarms for the flow sensor and the light detector sensor, cleaning this wheel will fix it.
